South 204th Street Improvements Project

South 204th Street Improvements Project

The City of SeaTac Public Works Department is progressing with the design and construction of street and pedestrian enhancements near Madrona Elementary School on South 204th Street, 30th Avenue South, 32nd Avenue South, and South 202nd Street.

This project will construct new street features and upgrades that will improve safety, mobility, accessibility, as well as increased awareness for walkers, rollers, bicyclists, and drivers.

The proposed improvements will link to the new segment of 34th Avenue South, which was recently constructed by the Washington State Department of Transportation to provide a north-south connection between South 204th Street and South 208th Street.

Families use walking routes in the project area to travel to Madrona Elementary School. Commuters also access transit services at the Angle Lake Link light rail station along International Boulevard using these important routes.

Open House

Thursday, Feb. 20 from 6-7 p.m.
Madrona Elementary School Cafeteria

On February 20, 2025, the first of two planned community engagement open house events were held at Madrona Elementary School. The event was hosted by the City’s project design team, which included Public Works staff and consultant representatives. The City Manager, Public Works Director, and two Council Members were also in attendance. Staff welcomed 25 residents who wanted to learn more about the proposed project improvements and better understand how their homes and neighborhoods will be impacted. Staff presented early design concepts at this open house and attendees had the opportunity to discuss any questions or concerns directly. Staff received a number of great questions from the community and the Frequently Asked Questions document linked on this web page has been updated.

During the event, staff heard from a number of attendees that they were only made aware of the event through social media outreach but had not received mailed invitations. After the event concluded, City staff reviewed the mailer list for the open house invitations. Through this review, it was found that open house invitations had only been issued for apartment units and property owners located directly adjacent to the proposed project limits as reflected by the green dots and shading on the map shown below. The project team had intended to invite the broader neighborhood to this open house event as represented by the properties located within the red boundary on the map below.

To correct this oversight, the project team will be mailing flyers to all SeaTac residents who reside within the properties highlighted in yellow on the map below. The flyer will continue to include a link to the project web page and the online survey. To address this oversight, Public Works staff will be available on March 5 and March 12 in the main lobby of SeaTac City Hall from 5 p.m. to 6 p.m. to take questions. Questions may also be asked by phone or email using the City contacts listed on this web page (See Who's Listening). In addition, the online survey has been extended to March 21, 2025.

Project Area and Roadway Improvements

Improvements are planned on the following roadways:

30th Avenue South Between South 200th Street and South 202nd Street

Proposed improvements on 30th Avenue South will be primarily focused on the west side of the roadway and include sidewalks, landscaping, stormwater collection facilities, on-street parking, a new water main, new light poles, and above-ground to below-ground conversion of power and communications utilities. To improve pedestrian safety, a high visibility mid-block crossing will be added near South 202nd Street, and the southbound roadway lane will be narrowed to deter speeding vehicles. This new roadway infrastructure will connect to frontage improvements recently constructed in front of the Amelia Apartments to the north and future improvements being constructed as part of the Rainier Lofts development to the south.

South 204th Street Between 30th Avenue South and 34th Avenue South

Proposed roadway improvements east of 32nd Avenue South vary in scope compared to what is being proposed west of 32nd Avenue South. Improvements along the western half of this roadway between 30th Avenue South and 32nd Avenue South will be limited and only include the construction of a new water main, new light poles, and upgrading the intersections to be safer for pedestrians. Most of these improvements will be located along the north side of the roadway.

Proposed improvements along the western half of the roadway between 32nd Avenue South and 34th Avenue South will include new sidewalks, landscaping, stormwater collection facilities, water main, light poles, on-street parking, and above-ground to below-ground conversions of power and communications lines that service private properties along the north side of the road. A high visibility crosswalk will be added just west of 34th Avenue South to allow pedestrians to safely transition from one side of the street to the other. The roadway here will need to be realigned to make room for the proposed improvements.

32nd Avenue South Between South 200th and South 204th Street

Proposed improvements will be located on both sides of the roadway and include new on-street parking, landscaping, sidewalks, light poles, a new water main, stormwater collection facilities, and above-ground to below-ground conversions of power and communications utilities. To improve pedestrian safety, a high visibility mid-block crossing will be added near South 202nd Street, and both southbound and northbound roadway lanes will be narrowed to deter speeding vehicles.

South 202nd Street Between 30th Avenue South and 32nd Avenue South

A new sidewalk with light poles is planned along the south side of this street to provide a new pedestrian connection between 30th Avenue South and 32nd Avenue South. These improvements will only include a new sidewalk connection to 30th Avenue South; no roadway connection is planned.

Project Benefits

  • New high-visibility crosswalks.
  • New on-street parking.
  • New landscaping.
  • Upgraded street lighting.
  • New curb bulb-outs and overall safer roadway facilities for residents, staff, and students at Madrona Elementary School.
  • Construction of new water mains in partnership with Highline Water District.
  • Above-ground to below-ground conversion of power and communications utilities.
  • New stormwater collection infrastructure.

Funding

The project is one of several identified in the recently updated WSDOT SR 509 Mitigation(External link) funding. Federal funding from Puget Sound Regional Council (External link)will be awarded to this project to offset a portion of future construction costs.
