IB-SAFE: Safer Access for Everyone

The City of SeaTac is working to make our roads safer and easier for everyone—whether walking, rolling, biking, taking transit, or driving. IB-SAFE will bring together community input, safety data, and practical improvements to address transportation safety.

What is IB-SAFE

IB-SAFE is the public-facing name for the grant-funded International Boulevard Vulnerable User Safety Project. The City of SeaTac has received $1,660,000 in federal funding through the United States Department of Transportation’s Safe Streets for All Grant Program.

The project includes two connected initiatives:

1. Citywide Comprehensive Safety Action Plan: A long-term plan to reduce fatal and serious-injury crashes throughout SeaTac. The plan will identify locations throughout the city with the greatest safety needs and recommend projects, programs, and policies that the City can pursue over time.
   
   
2. International Boulevard Demonstration Project: The design, testing, and evaluation of safety improvements along International Boulevard between South 160th Street and South 208th Street. Safety countermeasures will be implemented at 13 signalized intersections and two signalized pedestrian crossings. In addition, countermeasures will be evaluated to deter jaywalking between intersections.

IB-SAFE will study where and why safety risks occur. The project will explore ways to:

• Make crossings safer and easier to use
• Improve traffic-signal timing at intersections
• Address crossing conditions between intersections
• Identify missing or difficult walking, rolling, and biking connections
• Use technology to identify near miss crashes, and other potential conflicts
• Test practical and cost-effective safety improvements
• Measure conditions before and after improvements are installed
• Apply successful strategies in other parts of SeaTac

Safety is a shared responsibility

IB-SAFE and the Comprehensive Safety Action Plan will use the Safe System Approach (external link).

This approach recognizes that people make mistakes and that those mistakes should not result in death or serious injury. It considers how roadway design, vehicle speeds, technology, education, enforcement, and public policy can work together to reduce both the likelihood and severity of crashes.

Creating safer streets requires collaboration among the City, community members, transportation agencies, schools, businesses, transit providers, emergency responders, and everyone who uses SeaTac’s transportation system.

Improvements being considered

Potential improvements may include:

• More time or a head start for people crossing at traffic signals
• Changes to traffic-signal timing and right-turn operations
• Improved lighting, signs, and wayfinding
• New pavement markings and other quick-build treatments
• Landscaping or median treatments that guide people toward designated crossings
• Technology that helps identify potential safety conflicts

No final improvements have been selected. Technical analysis and community feedback will help the project team understand local priorities and determine which solutions move forward.
